About ABDM

The Ayushman Bharat Digital Mission (ABDM) is a transformative initiative by the Government of India aimed at creating a unified digital health ecosystem. It ensures seamless and secure exchange of healthcare information between various stakeholders, empowering both patients and healthcare providers.

M1 ABHA Creation and Verification

Milestone 1 (M1) focuses on the Creation and Verification of ABHA IDs, which are central to the Ayushman Bharat Digital Mission. It marks the foundational step in enabling individuals to join the digital health ecosystem and access health services seamlessly.

Key Aspects of M1
  • ABHA Creation
    1. Individuals are registered and provided with a unique 14-digit Ayushman Bharat Health Account (ABHA) number.
    2. ABHA enables individuals to link and manage their digital health records securely and transparently.
  • ABHA Verification
    1. Verification of the ABHA ID is done using Aadhaar-based authentication or mobile OTP.
    2. Ensures the accuracy and uniqueness of the health account.
  • Digital Identity for Patients
    1. ABHA serves as a digital identity for patients within the ABDM framework.
    2. Facilitates easy access to healthcare services, such as teleconsultations, prescriptions, and lab reports.

M2 Care Context Generation and Linking Health Records to a Facility

Milestone 2 (M2) in the Ayushman Bharat Digital Mission (ABDM) focuses on Care Context Generation and Linking Health Records to a Facility. This milestone builds on the foundational work done in M1 by enabling patients and healthcare facilities to establish connections for streamlined health data management and interoperability.

Key Aspects of M2
  • Care Context Creation
    1. A Care Context is a unique record associated with a patient’s visit to a specific healthcare facility.
    2. This includes details such as prescriptions, diagnostic reports, procedures, or any other medical records generated during the visit.
    3. Each Care Context is linked to the patient’s ABHA ID to ensure continuity of care.
  • Health Record Linking
    1. Health records generated by a facility are securely linked to the patient’s ABHA ID.
    2. This enables patients to access their records anytime through the ABDM ecosystem.
  • Facility Integration with ABDM
    1. Hospitals and clinics must configure their HMIS or EMR systems to support the linking of health records.
    2. The system ensures that records are tagged to the correct ABHA ID and facility, maintaining data integrity and authenticity.

M3 Record Sharing with Consent & Interoperability

Milestone 3 (M3) in the Ayushman Bharat Digital Mission (ABDM) focuses on Record Sharing with Consent and ensuring Interoperability between healthcare providers and systems. It builds on the foundation laid by M1 and M2, empowering patients to share their health records securely and enabling seamless data exchange across the ecosystem.

Key Aspects of M3
  • Record Sharing with Consent
    1. Patients can share their health records, such as prescriptions, diagnostic reports, and discharge summaries, with healthcare providers of their choice.
    2. Sharing is done only after the patient’s explicit and granular consent, in line with the Data Empowerment and Protection Architecture (DEPA) framework.
  • Patient-Controlled Data Access
    1. The patient’s ABHA ID serves as the central link for managing access to their health records.
    2. Consent can be granted for specific records, time periods, and purposes, ensuring data privacy and control.
  • Interoperability of Health Systems:
    1. All participating healthcare facilities, HMIS, and EMR systems must adhere to the FHIR (Fast Healthcare Interoperability Resources) standard.
    2. Ensures that health records can be accessed and interpreted uniformly across different systems and facilities.

NOTE: Checklist of functionalities covered in the implementation for M1, M2 & M3 are enclosed separately. For M2 & M3, EMR module is mandatory in the HMIS.

Pre-Requisites for the Hospital

Before initiating the implementation process, the following pre-requisites must be fulfilled:

  • HFR Registration: The hospital must be registered and listed on the Health Facility Registry (HFR).
  • HPR Registration: All healthcare professionals in the hospital must be registered on the Healthcare Professional Registry (HPR).
  • Infrastructure Readiness:
    • A server with the deployed HMIS/EMR system.
    • Stable internet connectivity for integration and testing.
  • Technical Contact Point: A hospital IT representative for coordination during implementation.
